Your article “City spends millions on by- law enforcement” (Southern Mail, Wednesday July 18) refers.
The simple solution would be for the City to focus only on the enforcement of municipal by-laws. That is their core mandate as they are classified as a municipality in terms of our Constitution, i.e the lowest sphere of local government.
The City is duplicating the work of the SA Police Service with its myriad of parallel structures and units.
SAPS is a national government function and the City’s metro police and law enforcement units should support SAPS and not work in isolation or in competition with it.
If our taxpayers money which is funding these duplicate units can be used to enforce the City’s by-laws, then there will be extra cash to deal with the lack of basic service delivery that provides the climate for the formation of gangs and other anti-social behaviour.
